Kazakhstan MP offers to raise benefit at child birth

Member of the Majilis (Lower Chamber of the Parliament) Tursynbek Omurzakov has offered to increase one-time benefit at child birth, Tengrinews reports. "The size of the benefit at child birth plays an important part in the campaign to raise the birth rate. That is why I am offering to consider rising the one-time benefit at child birth and introduce an additional benefit for the women who register with a hospital at an early stage of their pregnancy," Tursynbek Omyrazakov said at the plenary session of the Parliament's Majilis. The senator believes that the size benefit paid by the government at child birth is not sufficient to compensate the escalation of expenses that follows a child birth. “In our country the one-time benefit for the birth of the 1st, 2nd and 3d child starts from $340 and for the 4th child it makes $580. A similar one-time benefit at child birth in Singapore made $4,900 in 2013, in Belarus it ranged from $1,000 to 1,500, in Russia it made $3,000 or more and in Ukraine the benefit for the birth of the 1st child was $3,500," the MP said. Referring to the statistics the MP pointed out that Kazakhstan's population remained almost unchanged between 1990 and 2013, the growth made only 4.2%. Then he referred to the population growth in Uzbekistan and Kyrgyzstan during the same period: the population grew 46% in Uzbekistan and 30% in Kyrgyzstan. "The demographic situation is made even worse by the high rate of infant mortality: 19 deaths per every 1000 live-born children. This rate does not exceed 4-5 deaths per 1000 live-born children in developed countries. Abortions are another concern. 95-100 thousand abortions are made in Kazakhstan every year. The number of divorces and children born out of wedlock are growing as well. More and more women are raising their children alone," Tursynbek Umirzakov said. By Baubek Konyrov
