During his visit to the Astana Hub innovation ecosystem, Tokayev highlighted the importance of digitizing and organizing data. He instructed the government to develop datasets that could be used by the state, businesses, and AI enthusiasts to create, train, and advance AI models.
"An example of a comprehensive approach in this area is the national Kazakh language model KazLLM. We have trained artificial intelligence to think, analyze, and communicate in the Kazakh language. This achievement opens new opportunities for the development of the Kazakh language in the digital space. It is essential to continue this large-scale effort. We must create a multimodal Kazakh language model capable of simultaneously processing various types of data. I instruct the government to address the issue of funding for these projects," said Tokayev.
The president emphasized the importance of improving citizens' AI literacy and skills.
Tokayev noted that the goal of training one million people in AI skills over the next five years requires special attention. He called for maximum support for AI-related educational programs aimed at schoolchildren, students, civil servants, and entrepreneurs.
"Both domestic and international educational programs in AI technology can contribute to strengthening our country's human capital. I instruct the government to work on the phased implementation of the AI-Sana program to prepare specialists in the field of artificial intelligence. This program should support the formation of a dynamic ecosystem that brings together education, research, and startup development. We must leverage the experience of leading global universities in acceleration programs. It is crucial to bring the benefits of AI to every citizen of Kazakhstan, explain its purpose, and teach people how to use it properly," Tokayev said.
The president also tasked the government with introducing mechanisms for the widespread use of AI by citizens.
"Kazakhstan has all the capabilities to become a leader in innovation and advanced technologies. Digitalization and the widespread adoption of artificial intelligence must become the driving force for our country's progress. I am confident that this ambitious goal is within our reach," Tokayev concluded.
Tokayev announced that Kazakhstan has adopted an AI development concept for 2024-2029. He instructed the government to create an AI Development Council involving leading international experts. According to the president, this move will synchronize Kazakhstan's institutional environment with global best practices.
