Kazakhstan users to lose computers for downloading pirate movies

A draft law providing penalty for downloading pirate movies and music from the Internet was submitted to Kazakhstan Parliament, Express K writes.

According to the draft law, a user caught downloading pirate products the first time will receive a warning for copyright violation. If caught the second time, the user will be penalized with a fine of 15 MCI (1 MCI (minimum calculation index) equals to 1,512 tenge ($10)) and confiscations of the computer and the modem.

Owners of websites uploading illegal audio and video records are risking to find themselves in jail. The new law provides a fine of 500 MCI or up to 1 year in jail for them.

According to the source, almost 98 percent of Kazakhstan Internet-users download illegal content regularly. Other CIS (Commonwealth of Independent States) countries also face the problem of spreading pirate products. According to the owner of www.kiwi.kz Stanislav Ignatov, should such law be adopted as it is, a majority of Kazakhstan users will switch to Russian websites. “70 percent of money paid by Kazakhstan companies for Internet-advertisement, are currently paid to such Russian website as mail.ru and vkontakte.ru. Of course, we can make the content paid and pay the copyright. We have such service on our website. But content with a prize tag on it is not popular among users while there is so much freebies on the Net,” he explained.
