According to the ministry’s response to the editorial inquiry, the petition "On Raising the Conscription Age for Mandatory Service" was rejected on October 7. The petition was declined due to non-compliance with Kazakhstani legislation, as, under the Administrative Procedural Code of the Republic of Kazakhstan, defense-related issues cannot be subjects of petitions.

The ministry also shared information on the mechanism in place to prevent manipulation when submitting petitions on the ePetition website.

"The protection system is based on the principle of 'one person – one vote,' implemented through the use of electronic digital signatures to sign petitions. This should eliminate the possibility of repeat voting and ensure equal participation of citizens. Each digital signature, in turn, undergoes verification," the ministry clarified.

Before a petition undergoes moderation and becomes available for public voting on the website, it must gather 50 signatures. As of 5:00 PM on October 28, over 270 petition projects had been created on the platform, but only five collected the necessary 50 signatures to pass the moderation process.

"Since April 4, 2024, the main reasons for petition rejections have been unsuitable questions and incorrect selection of the state authority. In total, over 500 petitions have failed moderation, including duplicates, those lacking substance, brief petitions, and those withdrawn by the submitters," reported the Ministry of Culture.

Recall that in September, a group of citizens initiated a review of the conscription age for mandatory military service, proposing to raise it from 18 to 20 years. In the petition addressed to the Ministry of Defense, the authors presented several compelling arguments highlighting the need for such changes.
