Tengrinews.kz - Politics should focus on solving urgent problems that concern ordinary people and on ensuring real progress in the lives of citizens, says Aidar Amrebayev, Director of the Center for Political Studies at the Institute of Philosophy, Political Science and Religious Studies. He noted that three years ago, in his special Address, President of Kazakhstan Kassym-Jomart Tokayev announced the start of large-scale reforms that have already begun to transform the country.
Reform of the political system: steps towards change
Since the adoption of Tokayev's Address, significant changes have occurred in Kazakhstan. As Aidar Amrebayev noted, one of the most important achievements was the introduction of amendments to the country's Constitution. The amendments expanded the powers of the Parliament, increased government accountability, and improved the human rights protection system. In addition, the Constitutional Court was formed and conditions were created for the active participation of citizens in the decision-making process. By renewing the corps of rural akims (by 72%) and electing 45 heads of districts and cities of regional significance, Kazakhstan has demonstrated its commitment to the principles of democratization and decentralization of power, the expert believes.
Aidar Amrebayev singled out the National Kurultai as a key platform for discussing socially important issues.
"In fact, the National Kurultai laid new standards for public dialogue. This is our President's personal know-how. I was especially impressed that the Head of State, in his speech at the National Kurultai, relied on the opinions of authoritative experts and public figures in a number of theses," Amrebayev noted.
Social and ethical issues: combating archaism and fraud
As the director of the Center for Political Research of the Institute of Philosophy, Political Science and Religious Studies noted, the President does not weaken his attention to the importance of issues of observing public ethics to correct people's morals.
"The 'line of the Head of State' on combating the archaization of public behavior and combating destructive religious and pseudo-religious movements and ideologies alien to our culture, which, in his opinion, must be reliably stopped, remains fundamental.
The most important task of today is to take decisive measures against the spread of fraud for the purpose of extracting illegal profits," he added.
In addition, the President also drew attention to the ethical content of films and cinema, which, as is known, is not only "the most important of the arts", but also the most powerful ideological weapon in educating people's morals, goals, and meanings in their lives.
Reform of the tax system and the time zone
Another important issue that attracted the attention of citizens was the reform of the tax system. According to Amrebayev, "public expertise" played a key role in this process, which also confirms the importance of public participation in making important decisions.
The issue of introducing a single time zone has become another significant aspect of the policy. Research and experience of other countries have shown that a single time zone in such a large country as Kazakhstan significantly improves management and simplifies many business processes. Amrebayev noted that this issue has become an example of the effective work of the authorities, taking into account scientific research and expert opinions.
Support for motherhood and childhood
The Head of State, based on considerations of humanism and without violating the principle of "Law and Order", supports the revision of legal approaches to women with minor children. As the expert emphasized, the topic of supporting motherhood and childhood runs like a "red thread" through all the activities of the President.
"It is proposed to concentrate all state measures within the framework of a single program ‘Children of Kazakhstan’. Concentration of state attention on a holistic and comprehensive program focuses the activities of state bodies and increases the effectiveness of allocations to a pressing social problem.
In general, it is well known that the President's credo is to focus on solving the simplest and most important problems for a wide range of people. After all, ‘the lives of our citizens are filled with many completely mundane problems, and it is wrong to ignore them.’ Thus, the main task of politics is to deal with pressing ‘life issues’ of ordinary citizens," the expert emphasized, quoting the President.
Social state and the new concept
As Amrebayev noted, the peculiarity of Kazakhstan is the social nature of the state. Hence the increased requirements for the development of priorities for social development and optimization of state social procurement, which requires the development of a separate law that corresponds to modern realities.
"As an expert in the field of political design, I was pleased with the initiative of my colleagues to develop a draft concept of domestic policy. This should be a document designed to direct the activities of all authorized structures and stakeholders into a single channel. As noted in the President's speech, ‘it should clearly spell out the goals, objectives, and priorities of the ideological work of the state.’ Society expects that this comprehensive document will outline ‘basic national values and symbols that reflect our identity and way of life.’”
"Based on the results of the National Kurultai, much attention is expected to be paid to updating the digital sphere. For example, the development of a digital platform for studying and popularizing the Kazakh language is supported. In general, it is proposed to change the strategy in this matter, modernizing the infrastructure and approaches. The initiative to create a national digital archive is interesting," the expert emphasized.
Aidar Amrebayev noted the importance of the socio-economic issues raised at the meeting of the National Kurultai. Particular attention was paid to the creation of new points of economic growth in the regions and the elimination of imbalances in their development.
Plans for the future
The President of Kazakhstan noted that this year it is planned to almost double the funding of the real sector of the economy, bringing the fund volume to 8 trillion tenge. In the future, the government intends to increase these figures to 10 trillion tenge, which is unprecedented support for business in the country.
"The state will focus its efforts on the implementation of large infrastructure projects that significantly improve the lives of Kazakhstanis. Among these projects: projects in mechanical engineering, metallurgy, petrochemistry, agro-industrial, and transport and logistics. Over the next four years, about 200 investment projects will be launched in the country every year.
Thus, we will form a new industrial framework, strengthen the transit and transport potential of our country. The implementation of large-scale projects is the only way to strengthen the regional leadership of our country," the expert concluded.
Earlier, a two-day meeting of the National Kurultai was held in Burabay, where government officials, public figures, and experts discussed key issues of the country's development.
