Tengrinews.kz – The 2022 constitutional reform became the most substantial in the history of constitutional development in Kazakhstan. The idea for such a reform was prompted by the extremely difficult political situation at the time, President Kassym-Jomart Tokayev stated, according to Akorda’s press service.
Today, the Head of State spoke at the scientific-practical conference “Constitution and Statehood: Dialogue of Law and the Future,” dedicated to the 30th anniversary of the Basic Law.
“There were numerous proposals to hold a referendum on a new Constitution and not limit ourselves to amending the current Basic Law. These proposals were not without merit — they were legally sound and politically attractive in terms of boosting the popularity of the government. However, I made the decision to reform the 1995 Constitution while preserving its fundamental framework. This was done to demonstrate our unwavering commitment to the core principles of the Constitution — in the interest of the nation’s highest values: unity, peace, well-being, and internal stability,” Tokayev emphasized.
As the Head of State noted, it is thanks to this decision that we are now celebrating the 30th anniversary of the Constitution. At the same time, the President reminded that certain provisions of the Constitution that no longer aligned with the new political realities and the goals of comprehensive modernization were abolished through the referendum.
“We carried out important transformations and revised one-third of the Constitution’s articles. This clearly demonstrates the scale of the constitutional reform. Now, the Basic Law enshrines principles that society has long demanded: justice, transparency, accountability, and responsibility. These changes have strengthened public trust in the Constitution. That’s exactly why we held the referendum,” Tokayev added.
