Kassym-Jomart Tokayev was briefed on the results of the judiciary’s work over the first seven months of 2025.

According to the report presented to Tokayev, the number of civil cases resolved through alternative dispute resolution methods (mediation, settlement agreements, participatory procedures) increased by 24 percent — from 61,000 to 76,000 cases.

Aslambek Mergaliyev noted that in protecting citizens’ rights in disputes with state bodies, 2,600 acts (57 percent) of administrative agencies and officials were declared unlawful.

The President was also informed about measures to ensure constitutional rights and freedoms in criminal proceedings. In particular, the share of refusals by investigative courts to sanction detention increased from 23 percent to 37 percent. The number of acquittals (excluding private prosecution cases) rose from 59 to 88.

Since July 1, 2025, independent cassation courts created on Tokayev’s instruction have been operating. In their first month, they received nearly five thousand appeals and protests for review.

At the end of the meeting, the President emphasized the importance of continuing efforts to strengthen trust in the judiciary and improve the quality of justice.
