Tengrinews.kz – During his speech at the plenary session of the Digital Bridge 2025 International Forum, President Kassym-Jomart Tokayev outlined a new philosophy of public governance, according to Akorda.
Tokayev emphasized that "every new public service must be created in digital format from the very beginning."
“Data that has already been submitted once should not be requested again.
In addition, all regulatory acts concerning interactions between the state and citizens must undergo mandatory digital review before being approved. This will eliminate excessive bureaucracy for citizens and entrepreneurs and strengthen their trust in public institutions,” the President stated.
He noted that these measures are innovative for the region, highlighting Kazakhstan’s long-term and systematic commitment to the digital transformation of the state.
“Smart technologies can process vast amounts of data, analyzing a wide range of areas — from public sentiment to key economic indicators. This significantly improves the efficiency of strategic planning, contributes to citizens’ well-being, and supports steady economic growth,” Tokayev said.
He also stressed the importance of citizens understanding how algorithmic systems work — from loan approvals to public service delivery.
“To ensure the widespread integration of artificial intelligence across all sectors of the economy, we must focus on adapting relevant legislation. This includes developing concrete mechanisms to protect the country’s digital and intellectual property. Ultimately, digitalization and the broad use of neural networks should become the new philosophy of public governance in Kazakhstan,” the President concluded.
