Tengrinews.kz - President Kassym-Jomart Tokayev has instructed the government to reduce non-priority expenditures, speaking at the fourth session of the National Kurultai.

While discussing the government's new tax reform proposals, Tokayev acknowledged their overall soundness, noting that they account for key economic and social factors.

"There is already a general understanding among professionals and society of the need to raise the value-added tax (VAT) rate. While some critics oppose the proposed measures, particularly regarding VAT, their arguments often fail to reflect the real situation," the President said.

Tokayev emphasized that while some countries limit their social obligations, Kazakhstan dedicates more than half of its budget to social programs.

"Kazakhstan is a welfare state, and we will continue investing in education and healthcare—this is our constitutional duty. However, assistance should go to those who truly need it. Abuse and fraud are unacceptable. Therefore, non-priority expenditures must be reduced. The need for this is evident. The government must finalize its plan to optimize such expenses by the end of the year," he stated.

Earlier, during the National Kurultai session, President Tokayev emphasized the importance of combating drug trafficking in the country, calling it one of the most pressing national challenges.
