“Technology won’t eliminate management chaos”: Tokayev sets an urgent task

Tengrinews.kz – Organizational culture in Kazakhstan’s public sector needs to be improved. President Kassym-Jomart Tokayev stated this at a meeting of the National Kurultai.

As the President emphasized in his speech at the fifth meeting of the National Kurultai in Kyzylorda, technology by itself cannot eliminate managerial chaos.

“If processes are initially structured incorrectly, overloaded with duplicate functions and bureaucratic red tape, then the introduction of artificial intelligence will not become a panacea,” Tokayev said.

For this reason, strategies for digital transformation must be preceded by putting the management system itself in order.

“From this follows an urgent task: it is necessary to improve organizational culture in the public sector and introduce best management practices and competencies,” Kassym-Jomart Tokayev said.

He stressed that digital solutions and AI technologies can and must be used to improve the quality of public administration in all areas. First and foremost, efforts should focus on creating a solid infrastructural foundation for the high-tech, energy-intensive economy of the future.

“Under no circumstances can we allow failures in logistics, where warehouses were built in scattered locations first, and only then were the necessary utility networks connected to them. Moreover, these facilities do not meet unified standards, which has led to rising costs and the loss of economies of scale. This is an example of managerial illiteracy,” the Head of State stated.

The President said that a carefully thought-out centralized approach is needed in this area. For example, special zones should be designated in advance for the construction of powerful data centers required to ensure the reliable and uninterrupted operation of the entire IT infrastructure. On these designated sites, data centers must be built with power supply, cooling, and security systems.
