Street passports in Almaty: New beautification rules explained

The head of the city explained that street passports clearly define the responsibilities of businesses and other entities for the maintenance of adjacent areas.
"The street passports outline maintenance standards for residential areas, construction sites, playgrounds, sports facilities, storm drainage systems, park furniture, and small architectural forms. Building owners are required to ensure proper upkeep, including timely repairs and facade repainting. Administrative liability is also assigned for poor aesthetic and sanitary conditions of facades and surrounding areas," Dossaev said.
The process is divided into three stages. The first phase targets over 1,000 locations along major streets, city zones, and pedestrian spaces. The second phase focuses on district-level streets, while the final stage will address local streets and courtyards.
So far, around 2,000 business properties have been issued street passports, and the initiative aims to cover all 6,039 targeted locations by April 1, 2025.
Earlier, Erbolat Dossaev announced that a new principle of street transformation is being introduced in Almaty - "from facade to facade," during a session of the city maslikhat, which is considering the city budget for 2025-2027.
