Tengrinews.kz – Several residential buildings in Uralsk may be left without heating, reports Channel Seven. These buildings are former dormitories, and their engineering systems have not yet been flushed, pressure-tested, or issued readiness certificates for the heating season.
In the absence of proper heating, residents are warming their rooms using gas stoves, which they also use for cooking.
These buildings were once lively dormitories, but due to years without renovation, they have fallen into severe disrepair. Residents say local authorities are aware of the issue but have taken no action so far.
“The radiators need repairs or replacements. There are gaps everywhere. I mostly live at my dacha and only stay here in winter. We’ve reached out, but they don’t want to fix anything. We’re supposed to have indoor renovations. They keep promising. We pool our own money to do what we can,” said one resident.
These buildings lack any form of housing management, which means standard inspections before the heating season are not carried out.
“According to the law on housing relations, each building must have a form of management. Residents are responsible for maintaining their homes. We met with them twice, but due to the lack of a quorum among homeowners, a management form was never created,” explained Ergen Salimov, acting head of the Housing and Utilities Sector of the Uralsk city administration.
While heating is set to begin shortly for all institutions in Uralsk, around 5 to 6 buildings — all former dormitories — will remain without heat due to the absence of homeowner associations.
The city administration assures residents they won’t be left to freeze this winter, but emphasizes that residents themselves must resolve the issue of management and maintenance.
Earlier, during a government meeting, Energy Minister Yerlan Akkhenzhenov reported that nearly 177 billion tenge had been allocated across Kazakhstan to ensure stable heat supply for cities this upcoming winter.
