Tengrinews.kz - New rules for public procurement have come into force in Kazakhstan, which have significantly reduced the timeframe for holding tenders and accelerated the implementation of projects, according to the government press service.
Now, only 10 working days will pass from the announcement of the competition to the start of work.
The reform became possible after the Head of State signed the new Law "On Public Procurement" on July 1, 2024. The document is aimed at simplifying procedures and reducing bureaucracy in this area.
"In Kazakhstan, the first contracts on public procurement were concluded under the new simplified rules that came into force on January 1, 2025. Their adoption allows for faster launch of projects, including socially significant ones, and minimizes the risks of their increase in cost. The winners are mainly local companies, which is support for business and the economy of the regions," the report says.
What changes have been made
The following changes have been made to the public procurement rules:
- The documentation discussion period has been reduced from 5 to 2 business days, and the application acceptance period has been reduced from 15 to 5 business days.
- The application review period and the tender results have been reduced from 10 to 3 business days.
- The winner of tenders and auctions is now determined within 10 business days.
- The procurement period through the rating-point system has been reduced from 29 to 5 business days.
- The period for requesting price proposals has been reduced from 5 to 2 days.
- Conditional discounts for local suppliers have been increased from 1% to 2%.
"In total, under the new rules, as of February 10 of this year, 282,703 contracts worth 951.38 billion tenge were concluded in Kazakhstan. For comparison: in the corresponding period last year, 165,558 contracts worth 223.2 billion tenge were concluded," the report states.
At the same time, the number of complaints filed about public procurement procedures decreased by more than 22%, decreasing from 1700 to 1320 appeals.
Earlier, an extended meeting of the government was held under the chairmanship of the President of Kazakhstan Kassym-Jomart Tokayev. The Head of State gave a number of instructions, including on issues of public procurement. According to him, it is necessary to increase the responsibility of suppliers for failure to meet deadlines and poor quality work.
