New relocation rules for repatriates developed in Kazakhstan

According to the new regulations, kandas and internal migrants will not be allowed to work outside of their designated settlement regions, except for those working in shift-based jobs (e.g., oilfield workers).
The new rules will also affect the issuance of economic mobility certificates, which participants use to purchase housing. Labor center employees will now closely monitor whether the actual cost of homes matches the declared prices.
"They will have the ability to conduct monitoring, carry out field activities, and verify the actual market value of the housing that the appraiser and the relocated person present. This will ensure that the housing's declared price aligns with expert evaluations and current market values," explained Elmira Tazhikhanova, head of the Department for Internal Migration and Labor Mobility.
This year, nearly 9,500 quotas were allocated for the relocation of kandas and migrants from southern to northern regions. So far, 2,477 kandas and 4,500 internal migrants have made use of these quotas. The Ministry of Labor and Social Protection has stated that the number of quotas will increase by 500 people each year.
The Ministry of Labor and Social Protection of the Population reported how many Kazakhs have returned to their historical homeland since 1991.
