Satkaliyev assured that the feasibility study for the CHP in Kokshetau is nearing completion.

"We have started the design process. Moreover, the first phase has already begun, including site preparation and clearing. We have practically started building the auxiliary infrastructure. As for Semey and Ust-Kamenogorsk, the feasibility study will be completed in the spring, and we will announce the figures," he stated at a briefing.

The minister emphasized that the construction cost is a critical factor for Kazakhstan, and negotiations will be as strict as possible.

"Samruk-Energy, as the company representing Kazakhstan in these projects, has been given specific directives. Our main scenario involves a loan from the Russian government with subsidies. This is currently being negotiated, including the financing volume. Despite limited funding sources, we will take all necessary measures to ensure the timely completion of these plants in the interest of economic security," Satkaliyev assured.

On January 28, during an expanded government meeting, President Kassym-Jomart Tokayev criticized the government’s handling of the country’s heating infrastructure.

"Accidents at heating plants tarnish the country's image, damage its reputation, and reveal the irresponsibility and unprofessionalism of government officials. In many akimats (regional administrations), heating and utility services are overseen by non-specialists—lawyers and other humanities graduates. We must immediately transition to new standards for operating energy and utility facilities. The government must continue implementing a new tariff policy. Tariffs must align with market conditions; otherwise, the uninterrupted supply of electricity, heating, and water will become impossible," the president instructed.

The Minister of Energy also commented on the instruction of the Head of State regarding the determination of the site for the construction of the second NPP (nuclear power plant) in Kazakhstan.
