Tengrinews.kz – Kazakhstan’s Monthly Calculation Index (MCI) will change in 2026, with an increase to 4,325 tenge, up from 3,932 tenge in 2025. This was confirmed after President Kassym-Jomart Tokayev signed the law on the three-year budget.

The MCI is used to calculate fines, social benefits, taxes, and other payments, ensuring consistency in their amounts. It is also tied to several important social parameters.

Key figures for 2026:

  • MCI – 4,325 tenge (up from 3,932 tenge in 2025)
  • Minimum wage – 85,000 tenge (no change)
  • Minimum pension – 69,049 tenge (62,771 tenge in 2025)
  • Minimum state basic pension payment – 35,596 tenge (32,360 tenge in 2025)
  • Subsistence minimum – 50,851 tenge (46,228 tenge in 2025)

Changes in fines for 2026

As the MCI increases, so do the amounts for various fines. For example:

Speeding fines:

10–20 km/h over the limit: 5 MCI (21,625 tenge)
20–40 km/h over the limit: 10 MCI (43,250 tenge)
More than 40 km/h over the limit: 20 MCI (86,500 tenge)

Repeat violations within a year: 30 MCI (129,750 tenge)

Driving without a license: 5 MCI (21,625 tenge)

Ignoring traffic signs or markings: 3 MCI (12,975 tenge)

Running a red light: 10 MCI (43,250 tenge); repeat violation: 15 MCI (64,875 tenge)

Parking violations:

Incorrect parking: 5 MCI (21,625 tenge)

Parking on the sidewalk: 10 MCI (43,250 tenge)

Avoiding parking fees: 3 MCI (12,975 tenge)

Failure to comply with police orders: 40 MCI (173,000 tenge), with possible further penalties for repeat offenders

Other violations such as violations of passenger transport rules, public intoxication, and environmental pollution also have fines tied to the new MCI.

Social benefits and subsidies

Some benefits, such as child care allowances, disability benefits, and survivor’s benefits, are also linked to the MCI. Some of these benefits will be indexed in 2026, with updated amounts to be announced later.

Why the MCI increases annually

The MCI is adjusted annually to account for inflation and the rising cost of living, helping to maintain the value of fines and payments.

As a reminder, the three-year national budget has been approved for 2026–2028. The budget outlines the country’s expected income and expenditure for the coming years, with the new MCI reflecting these financial adjustments.
