Tengrinews.kz – Starting from October, the login procedure on Kazakhstan’s e-government portal eGov.kz and its related services — e-Otinish and Open Government — has changed, according to National Information Technologies JSC.
Now, after logging in with an electronic digital signature (EDS), users must confirm their identity via an SMS code sent from the number 1414.
Officials explained that this new system aims to enhance cybersecurity and protect user data when working with government online services.
“The second stage of authorization protects citizens in case they lose access to their EDS key or if third parties gain unauthorized access to eGov.kz using the user’s key. To prevent this, identity confirmation is required through the mobile number linked to the user’s eGov account,” the announcement reads.
The updated authorization rules apply to all users — both individuals and legal entities.
If SMS from 1414 doesn’t arrive
To receive an SMS, the user’s phone number must be linked to their eGov.kz account. This can be checked or updated in the personal cabinet. If the number is not registered, messages from 1414 will not be delivered.
Alternative login without SMS
Users can also log in via the eGov Mobile app by scanning a QR code displayed on the eGov.kz login page.
Access from abroad
If a user is abroad, SMS messages from 1414 will only arrive if international roaming is activated. Alternatively, users can authenticate through the eGov Mobile app using the QR code option.
Penalties for sharing EDS keys
Transferring an electronic digital signature to third parties is strictly prohibited, as it is legally equivalent to a handwritten signature.
“Sharing EDS keys with others is not allowed since they serve as a personal means of identification. Administrative liability is provided for such violations,” the statement says.
Fines for violations:
- Individuals — 50 MRP (196,600 tenge);
- Officials, small businesses, and non-profit organizations — 100 MRP (393,200 tenge);
- Medium businesses — 150 MRP (589,800 tenge);
- Large businesses — 200 MRP (786,400 tenge).
