Tengrinews.kz — The new constitutional laws adopted by Parliament establish the legal framework for an updated state-political model; this opinion was expressed by State Counselor Erlan Karin.

Tengrinews.kz — The new constitutional laws adopted by Parliament establish the legal framework for an updated state-political model; this opinion was expressed by State Counselor Erlan Karin.

Today, at a joint session of the houses of Parliament, six constitutional laws were adopted in the second reading:

  1. On the President of the Republic of Kazakhstan;
  2. On the Kurultai of the Republic of Kazakhstan and the status of its deputies;
  3. On the Kazakhstan People’s Council;
  4. On the status of the capital of the Republic of Kazakhstan;
  5. On the administrative-territorial structure of the Republic of Kazakhstan;
  6. On bringing a number of constitutional laws into compliance with the Constitution (on elections, the republican referendum, the government, the judicial system, the Constitutional Court, the Commissioner for Human Rights, the prosecutor's office, and others).

The State Counselor noted that the adoption of this package of constitutional laws confirms the systemic and consistent nature of state policy: from conceptual initiatives to specific legal mechanisms.

"This is a crucial stage in the implementation of the 2026 constitutional reform, which solidifies the legal framework of the updated state-political model," Erlan Karin believes.
