Tengrinews.kz – On September 16, a new law comes into force in Kazakhstan, introducing criminal liability for a “new” type of offense.
The new criminal article was highlighted during a government briefing by Deputy Minister of Internal Affairs Igor Lepekha. It concerns the punishment for stalking.
“For a long time, we were asked about accountability for stalking. Now this provision has been introduced, and the law comes into force. Stalking is obsessive, systematic, and unwanted pursuit of a person—for example, constantly calling and disturbing them. You understand why this was introduced. This legal norm has existed in other countries for a while. It often starts with long-term harassment, the victim rejects attention, and it escalates,” said Lepekha.
According to him, such cases not only cause psychological discomfort for the victim but can also lead to more serious crimes.
“That’s why this norm was adopted. It will be enforced starting September 16. The punishment is outlined in Article 115-1 of the Criminal Code. We’ll begin work and monitor the situation. We always closely follow new criminal offenses. After some time, we’ll assess the enforcement. For example, we’ll monitor the first month—see what results there are, how the article is applied—then we’ll discuss it in more detail,” Lepekha added.
