According to the minister’s report, Kazakhstan aims not just to “support miners” but to relaunch the entire industry — from legalizing cryptocurrencies to building a CryptoCity.

What will change in the law

Madiyev announced a package of legislative amendments designed to transform the rules of the game:

  • Legalization of the issuance and circulation of cryptocurrencies in Kazakhstan;
  • Licensing of crypto exchanges within the country;
  • Eliminating the requirement to sell mined crypto assets through the Astana International Financial Centre (AIFC);
  • Launching a “70/30” program – where power plants are modernized using investments from the crypto industry.

  • CryptoCity – a futuristic digital city;
  • State-backed mining initiatives;
  • National crypto fund;
  • A stablecoin pegged to the tenge;
  • Tokenization of real-world assets – from real estate to raw materials.
