Tengrinews.kz – At today’s government meeting, Minister of Digital Development Zhaslan Madiyev presented a comprehensive reform plan for the crypto market in Kazakhstan.
According to the minister’s report, Kazakhstan aims not just to “support miners” but to relaunch the entire industry — from legalizing cryptocurrencies to building a CryptoCity.
What will change in the law
Madiyev announced a package of legislative amendments designed to transform the rules of the game:
- Legalization of the issuance and circulation of cryptocurrencies in Kazakhstan;
- Licensing of crypto exchanges within the country;
- Eliminating the requirement to sell mined crypto assets through the Astana International Financial Centre (AIFC);
- Launching a “70/30” program – where power plants are modernized using investments from the crypto industry.

- CryptoCity – a futuristic digital city;
- State-backed mining initiatives;
- National crypto fund;
- A stablecoin pegged to the tenge;
- Tokenization of real-world assets – from real estate to raw materials.
