The agreement between the Government of Kazakhstan and the Government of Kyrgyzstan on settling Kazakhstan’s property rights to resort and recreational facilities located in Kyrgyzstan’s Issyk-Kul region extends until the end of 2029 the obligations of the Kazakh side to modernize the facilities (except for the base itself) to the level of 3- and 4-star hotels operating year-round. The agreement between the countries was originally signed on 4 July 2006.

As reported by Senate deputy Nuriya Niyazova, the countries agreed that Kazakhstan will be able to attract investors and even demolish facilities on the allocated territory. The agreement establishes Kazakhstan’s ownership rights over four facilities: the Kazakhstan sanatorium, the Samal holiday home, the Universitet sports and health camp, and the Olimp sports and health center.

“Currently, the Presidential Affairs Administration is implementing an investment project to build the Kazakhstan sanatorium on Lake Issyk-Kul, with completion tentatively scheduled for the fourth quarter of 2026. The project also provides for the demolition of all existing buildings and structures on the sanatorium territory, except for Dacha No. 1 of Dinmukhamed Akhmedovich Kunaev, which is preserved as a site of historical and cultural heritage and to perpetuate his memory by transforming it into a house-museum,” Nuriya Niyazova said.

As for the second document — the treaty between the Governments of Kazakhstan and Kyrgyzstan on leasing land plots in the Issyk-Kul district of the Issyk-Kul region of Kyrgyzstan dated 1 December 2009 — it grants Kazakhstan the right to lease land.

“In accordance with the treaty, the party is granted temporary compensated use (lease) of land plots for a term of 49 years, with a total area of 58.8 hectares,” Niyazova explained.

According to her, the Kyrgyz side guarantees the inviolability of the leased facilities and undertakes to refrain from actions aimed at expropriating them into state ownership.

It should be recalled that in May last year President of Kazakhstan Kassym-Jomart Tokayev signed a law ratifying an agreement with the United States on granting the US a land plot in Almaty on a 49-year lease for the construction of a consulate.
