According to the document, Kazakh citizens who receive money or other assets from foreign organizations, foreign nationals, or stateless persons will be required to report this information.

“The purpose of the project is to establish the procedure and deadlines by which individuals and structural units of legal entities must submit information about the receipt and use of money or other assets from foreign organizations, foreigners, and stateless persons. It also defines the forms of reporting, notification procedures to the state revenue authorities, and the rules for creating the database,” the Ministry's draft order states.

The authors believe that setting unified rules and building a centralized database will increase transparency around foreign funding.

The goal is to:

  • Systematize data;
  • Improve legal clarity;
  • Ensure transparency of financial flows;
  • Reduce shadow economy risks;
  • Strengthen national security.

The draft order is being developed within the framework of the new Tax Code, set to come into force on January 1, 2026.

Since 2022, Kazakhstan has been publishing a registry of individuals receiving money or assets from foreign sources.

Now, according to the Ministry’s draft, a centralized database is expected to be created.
It is not yet known whether this database will be made publicly accessible.
