Average age of experts with scientific degrees exceeds that in other countries by ten years. Equipment also “boasts” its age. Currently a share of equipment that is more than 11-years-old makes over 42 percent and expenditures on new equipment are insignificant. However a solution to the problem may be coming: as Tengrinews.kz English reported earlier the number of educational grants for PhD students is going to be increased to 1,000 in Kazakhstan. Minister of Education and Science Bakytzhan Zhumagulov said that state universities started making provisions to ensure academic mobility of students with financial support from the state. The system for attracting foreign professors will be developed to improve training of bachelor, master's and PhD students.
