Tengrinews.kz – The Mazhilis has ratified amendments to the agreement with Russia on the creation of the "Baiterek" space complex at Baikonur.
As noted by Mazhilis deputy Aidos Sarym, the purpose of the document is to define the main principles and conditions for bilateral cooperation in the creation and operation of a new environmentally safe space rocket complex. "Baiterek" is intended to serve as a foundation for implementing commercial space programs as well as national space projects of both countries.
What has changed:
- The number of launches planned by the Russian side has increased from two to three for the period 2028–2039;
- A zero VAT rate was introduced for non-residents (the Russian side);
- The terms of corporate income tax for JSC “Baiterek” were clarified – tax benefits will be in effect for 15 years from the moment the complex is commissioned, starting from the termination of the lease of the old Zenit-M complex;
- The start of flight tests was postponed from 2023 to 2025.
It is noted that all Mazhilis committees gave positive conclusions.
The "Baiterek" space rocket complex is a joint project between Kazakhstan and Russia launched in 2004, aimed at creating a facility at Baikonur for launching environmentally friendly carrier rockets.
It should be noted that the corresponding draft law was taken up by deputies back in February 2025.
To recall: in October 2020, Kazakhstan and Russia signed a contract for the creation of the Baiterek space rocket complex. It was supposed to ensure the launch of the Soyuz-5 launch vehicle and its possible modifications with a high level of environmental safety. Subsequently, the launch was postponed several times.
