Kazakhstan ready to accommodate international low-enriched uranium stockpile under IAEA aegis

Kazakhstan is still ready to accommodate an international nuclear fuel bank. This was announced today by President Nazarbayev at the international summit on safe and innovative use of nuclear energy held in Kiev, Ukraine, Akorda.kz reported. “Kazakhstan is ready to contribute to non-proliferation efforts through hosting an international low-enriched uranium stockpile under the aegis of the International Atomic Energy Agency. I once again reiterate our readiness to host such a bank”, N. Nazarbayev said. “Our country is the global leader in terms of uranium production output (…) Developing our nuclear industry, we plan to establish a vertically-integrated company which would be involved in the whole nuclear cycle from uranium extraction to production of nuclear fuel”, Head of State stressed. According to him, the nation works on safety measures related to use of nuclear power and on measures to counteract illegal turnover of nuclear materials. “All the nuclear facilities are covered by IAEA guarantees [that these facilities are peaceful]”, President Nazarbayev said. A nuclear fuel bank is a proposed approach to provide countries access to enriched nuclear fuel, without the need for them to possess enrichment technology. The basic concept is that countries who do have enrichment technology would donate enriched fuel to a "bank", from which countries not possessing enrichment technology would obtain fuel for their power reactors. At its meeting on 3 December, 2010, the IAEA board agreed to create an international low-enriched uranium (LEU) fuel bank, fulfilling the conditions of the $50 million pledge proposed by the US-based Nuclear Threat Initiative (NTI) organization and US billionaire Warren Buffett, World Nuclear News reported.
