The ban on wearing clothing that conceals the face is included in the Law on Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Improving Law Enforcement, Housing and Social Protection of Law Enforcement Officers, Special State Bodies, Civil Defense Bodies and Military Personnel, as well as Eliminating Excessive Legislative Regulation in the Sphere of Activities of Internal Affairs Bodies.

“The wearing of items of clothing in public places that prevent the identification of a face is prohibited, except in cases where it is necessary to fulfill the requirements of the laws of the Republic of Kazakhstan, professional (official, labor) duties, for medical purposes, civil protection, due to weather conditions, as well as for individuals directly participating in sports, mass sports, and cultural events,” the law states.
