Tengrinews.kz – Kazakhstan will tighten requirements for gun owners and private security organizations. Today, deputies of the Mazhilis adopted in the second reading a package of amendments concerning security activities.
The draft law was developed to strengthen state control over the security sector and the circulation of weapons. It applies to private individuals and organizations that own weapons, as well as to the entire security services industry.
What will change
The document introduces several new obligations:
- Owners of civilian and service rifled weapons will be required to undergo control test-firing so that a state ballistic database can be created.
- Legal entities that own weapons will be required to hand them over for storage to internal affairs bodies within 10 working days if their activities are suspended.
- Private security companies will be required to regularly submit reports to the authorized body and notify it of any suspension, termination, or resumption of operations.
- Heads of security organization branches will be subjected to the same qualification requirements as regular security guards.
- Clarified rules are introduced on forming the state ballistic database and tightening control over the circulation of weapons.
New structure: militarized railway security
The draft law also introduces a new concept: “militarized railway security.” This is a special structure responsible for ensuring continuous protection of cargo and railway transport facilities at key transit terminals.
Additional changes
The document also clarifies the procedure for providing housing to employees of security and special agencies.
The draft law must now be approved by the Senate, after which it will be sent to the President for signature.
Background: Earlier, the Ministry of Internal Affairs had already updated the rules for the circulation of civilian and service weapons.
Those amendments affected, among other things, the acquisition of pneumatic and signal weapons. Some types of such weapons were allowed to be purchased without a license, but only with certificates confirming no criminal record, no psychiatric or substance abuse contraindications, and after completing safety training.
Military personnel and employees of security agencies were exempted from these requirements upon presenting their official ID. The amendments also expanded electronic public services in the area of weapons circulation, making permits, licenses, and certificates available through the e-government portal.
