"For this (the formation of an institutional basis for the development of AI - ed.), we have created a new government agency in Kazakhstan - the Artificial Intelligence Committee. We have approved the corresponding concept, which has become the starting point for the development of a national AI strategy. A draft law on AI has been developed, aimed at creating a legal basis for the development of innovation. This document should also ensure a balance between regulation and stimulation of the development of the AI ​​sphere," Bektenov said.

He clarified, referring to international experience, that it is no longer "appropriate to simply build up the technological infrastructure" due to the tightening of rules for the export of computing power and the increase in their cost.

"The transition to our own LLM, multimodal models, is becoming the next most important step in the development of AI. These technologies will allow us to preserve our cultural values, ensure the adaptability of solutions and enhance data security. They will also allow us to more accurately take into account the characteristics of local markets and the interests of citizens," Bektenov added.

Bektenov also noted that an ambitious goal has been set in Kazakhstan to train 1 million people in this area within 5 years.

"The Head of our State Kassym-Jomart Kemeluly Tokayev initiated the creation of an eco-system of competencies based on the international center for artificial intelligence Alem AI. It will be opened in Astana this year. This will bring together leading IT companies, research laboratories, startups and educational programs on one platform for the joint development of solutions. We propose to combine the efforts of the EAEU countries in the implementation of joint projects in the field of AI based on the Alem AI center," Bektenov said.
