As the President stressed, the provisions embedded in the draft of the new Constitution consolidate the consistency and logic of the development of Kazakhstan’s political system based on the concept “Strong President – Influential Parliament – Accountable Government”.

“A panoramic view of the political reforms of recent years makes it clear that Kazakhstan is definitively leaving behind the super-presidential form of government and moving to a presidential republic with an authoritative, influential Parliament,” Kassym-Jomart Tokayev stated.

The proposed changes, Tokayev noted, naturally continue this process and, together with the political transformations of recent years, including the 2022 constitutional reform, raise the question of the need for a complete reset of the constitutional foundations of our state.

“In essence, we are talking about creating a new system of governance. The proposed innovations will make it possible to redistribute powers, strengthen the balance of checks and balances and, most importantly, increase the efficiency and stability of all political institutions. In the draft of the new Constitution, the principle ‘not a person for the state, but the state for the person’ has taken on a more tangible shape. This is what we have been consistently moving toward since 2019,” the President said.

An expanded meeting of the government chaired by President Kassym-Jomart Tokayev is taking place in Astana. During the event, reports are expected from Prime Minister Olzhas Bektenov, National Bank Chairman Timur Suleimenov, Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev, as well as akims of several regions.
