According to Musaliyev, appointing a virtual minister in Kazakhstan is not permitted under current legislation, and there are no such plans.

“I’d like to note that we are among the first in the world to establish a Ministry of Artificial Intelligence. However, regarding the idea of having an ‘artificial’ minister or vice minister — our legislation does not yet allow that. Under the law, a civil servant must be a physical person, so there are no plans for this,” he said.

Context

Albania has introduced the world’s first virtual minister, named Diella — which means “sun” in Albanian. She initially worked as a digital assistant on the e-Albania portal and was later appointed Minister of Artificial Intelligence by the country’s Prime Minister, according to DW.

In early September, Albania’s AI Minister delivered her first speech in parliament.
