Poletayev noted that the commission investigating the aviation accident in Aktau, headed by Transport Minister Marat Karabayev, reported that in accordance with the standards of Appendix 13 of the Chicago Convention, the state conducting the investigation ensures the reading of the records of the flight recorders and makes a decision on the choice of the country for reading and decoding the black boxes.
"Kazakhstan ratified this convention in 1992 and is a member of the International Civil Aviation Organization (ICAO). Based on the above document, as well as taking into account the ICAO recommendation and consultations with the aviation authorities of Azerbaijan and Russia, the commission decided to send the black boxes to the Brazilian Aeronautical Accidents Investigation and Prevention Center (CENIPA), which is also the country that manufactured the Embraer aircraft. This issue is under the personal control of the President of Kazakhstan Kassym-Jomart Tokayev, who previously held talks with the President of Azerbaijan Ilham Aliyev and the President of Russia Vladimir Putin, and was in constant direct contact," the political scientist wrote on his Facebook page.
In his opinion, Kazakhstan is in favor of objectivity in the investigation of the air crash.
"In fact, the decision to send the flight recorders to Brazil for decoding is a manifestation of Kazakhstan's independence, sovereignty and impartiality. At one of the conferences of Directors General of Civil Aviation, held under the auspices of ICAO, it was recognized that "the state is responsible for ensuring the safety of flights in the airspace above its territory, including flights of aircraft of foreign operators," added Eduard Poletayev.
He emphasized that, despite the principle of sovereignty of states over the airspace on their territory and the right to choose the means to ensure its safe use, without compliance with uniform minimum safety requirements, international flights cannot be ensured.
"Investigation commissioners from CENIPA arrived in Aktau on December 28. The next day, Ilham Aliyev expressed gratitude to the Kazakhs. Kassym-Jomart Tokayev awarded a number of citizens for heroism in rescuing victims of the plane crash," the expert added.
As Poletayev noted, air crashes constantly become the main news for the whole world, since, despite the improving technologies in the field of aircraft manufacturing, the high level of professionalism of pilots, they still happen and entail a huge number of victims and loss of equipment. According to the Aviation Safety Network, flight safety in the world is improving, and this is taking into account the growth in the flow of air passengers. However, in reality, there are too many true reasons for the crash of an aircraft for each airline to be able to guarantee their prevention.
Earlier, the Ministry of Transport reported that Kazakhstan would send the black boxes of the crashed Azerbaijan Airlines plane to the Brazilian Aeronautical Accidents Investigation and Prevention Center (CENIPA). The decision was made "taking into account the ICAO recommendation and consultations with the aviation authorities of Azerbaijan and Russia."
