Kazakhstan Emergency Situations Minister Vladimir Bozhko released general-major Damir Khalikov from his position of the head of Almaty Emergency Situations Department but retained his employment with the Ministry of Emergency Situations, the Ministry's official website writes. After announcing the release Bozhko made two new appointments: he instructed to appoint colonel Berik Kutpanov head of Almaty Emergency Situations Department releasing him from his duties in Aktobe Emergency Situations Department. Abai Baizhomartov who used to work as deputy Akim (Mayor) of Aktobe replaced Kutpanov as head of Aktobe Emergency Situations Department. Damir Khalikov release from office came shortly after the Almaty Department failed to timely warn Almaty citizens of the 5.1 earthquake on May 1 and harness panic that started spreading in the city after the sensible quake.
