Tengrinews.kz - A bill on artificial intelligence (AI) was presented in the Mazhilis. During the discussion, deputies raised concerns about the potential leakage of Kazakhstani citizens' personal data.
As noted by Deputy Nikita Shatalov, artificial intelligence and neural networks require a large amount of data, which in turn needs protection.
"In 2023, there was a major data leak from ChatGPT, involving a large volume of personal information. Every year, we hear about leaks from government and private databases. If we, as a state, centralize access to the data lake for developers through the national platform, this could create an additional risk of data breaches. Who and how will protect the national platform’s data?" Shatalov asked.
Deputy Ekaterina Smyshlyaeva pointed out that the demand for data is rising with the development of artificial intelligence, as seen in the increasing trade of large datasets on the darknet.
"Their value is skyrocketing, especially when it comes to medical data. This directly correlates with industries where AI is advancing and in high demand. For example, as artificial intelligence develops in agriculture, the cost of relevant datasets is also rising," Smyshlyaeva stated.
The parliamentarian agreed that as the AI bill continues to be developed, special attention must be given to data security issues.
"In the bill, we have an article on confidentiality protection, an article on the specifics of creating and providing data libraries, meaning regulations for their owners. There is also an article ensuring transparency of the data on which artificial intelligence is trained. Additionally, we have an article on intellectual property, which is essentially about data as well," added Deputy Smyshlyaeva.
Developers are also considering data licensing technologies and data anonymization standards, which involve removing personal information from datasets.
"Our national platform has now been created, and its operator is JSC 'National Information Technologies.' Naturally, the responsibility for data protection and processing lies with this operator," explained First Vice Minister of Digital Development Kanysh Tuleushin.
