He shared his thoughts on his Facebook page, noting that discussions about the reformist activities of Kazakhstan's President often focus on political transformations, as many of his initiatives have been innovative for the Kazakh governance system.
"Significant achievements in the socio-economic sphere that improve the quality of life for Kazakhstanis often go unnoticed. However, the facts show that life in Kazakhstan has become more comfortable and stable in recent years: since 2019, real incomes have increased by 20.8%, and salaries have risen by nearly 40%, enhancing purchasing power," Chebotarev noted.
He pointed out that the minimum wage has doubled, improving the financial situation for about 1.8 million people, including budget sector workers. The employed population has increased by 347,000, and the unemployment rate has dropped to 4.7%, contributing to an improved quality of life, especially for low-income families.
"Under Tokayev, Kazakhstan's manufacturing industry has grown by 1.8 times to 21.6 trillion tenge: 756 projects have been implemented, 64,000 jobs created, and new products launched. Machine engineering has increased by 2.8 times, light industry by 2.3 times, and chemical industry by 2.4 times. New laws have been adopted to support the manufacturing industry until 2029. Government support, especially for small and medium-sized businesses, has increased employment in the sector by 30.3% to 4.3 million people and raised the share of SMEs in GDP to 36.5%, creating thousands of new jobs and improving employment," noted the financial analyst.
Andrey Chebotarev, in his publication, provides data on the successes Kazakhstan has achieved thanks to initiatives in the social sphere.
- The average pension has increased by 55%, mandatory pension contributions from employers have been introduced, enhancing the financial security of elderly citizens;
- Benefits for large families have been introduced, and allowances for childcare, individuals with disabilities, and those who have lost their breadwinners have been increased.
- New initiatives, such as the Digital Family Card and Labor Mobility Centers, have significantly simplified access to government services and employment support.
The expert notes that the housing conditions for Kazakhstanis have improved significantly: about 79 million square meters of housing have been built, providing quality housing for 695,000 families, including socially vulnerable groups. Since 2022, a rental subsidy program for those in need has been in place, and this year, a mortgage program called "Otau" has been launched with a 9% interest rate.
"It is important to emphasize the positive dynamics in social infrastructure. The education reform has yielded results: teachers' salaries have doubled, around 800 schools have been established, and 3,000 rural educational institutions have been modernized. The 'Comfortable School' program will provide 740,000 student places. An increase in grants, the construction of student dormitories, and the opening of branches of foreign universities are improving learning conditions. Funding for science has also increased 7.4 times, with young scientists receiving grants and opportunities for internships abroad," notes Andrey Chebotarev.
The financial analyst believes that the significant breakthroughs in Kazakhstan's healthcare cannot be ignored: the average life expectancy has reached 75 years, overall mortality has decreased by 9%, and infant mortality has dropped by 8.45%.
"The 'Modernization of Rural Healthcare' program has improved access to medical care in villages through new facilities and better-equipped hospitals. The results are already visible, but the path to sustainable development is just beginning. Tokayev's policies aim to enhance the quality of life and strengthen Kazakhstan's position on the international stage, with new projects and reforms ahead," notes Andrey Chebotarev.
