According to the ministry, the level of proficiency in the state language affects the prevalence of online fraud. In regions where the Kazakh language is more commonly used in everyday life, such crimes are significantly less common:

  • since the beginning of the year, 3,213 cases of fraud have been registered in Astana, 1,331 in Almaty, and 1,218 in Karaganda region;
  • in Mangystau, Ulytau, Zhambyl, Turkistan, and Kyzylorda regions, the number of cases is significantly lower: 184, 138, 171, 297, and 222 cases, respectively.

"One of the reasons for the differences in fraud rates is foreign cybercriminals who do not speak Kazakh. The Ministry emphasizes that knowledge of the state language can serve as an additional protection against fraudsters. However, the primary protection is legal literacy and attentiveness online," the Ministry of Internal Affairs reported.

The department also announced a 27% decrease in crimes related to advance payments for goods and services advertised online this year. Additionally, the police have recovered more than 707 million tenge of stolen funds.

"Additionally, since the beginning of the year, the Ministry of Internal Affairs has successfully blocked more than 12,000 illegal internet resources, and the system for blocking calls from spoofed numbers has stopped over 58 million fraudulent calls," the department added.

One of the new methods in the fight against cybercrime has been the identification and seizure of SIM boxes, which allow fraudsters to use hundreds of SIM cards for anonymous calls. In cooperation with mobile operators, 19 such devices with more than 6,000 SIM cards were confiscated. Criminal cases have been initiated in all such instances.
