According to the Ministry of Defense, the scheduled training exercises are organized to maintain and improve the level of reservist readiness, update practical skills, master modern weapons and military equipment, and strengthen the mobilization readiness of the Armed Forces.

Participants will be selected by local military administration bodies based on the army's need for specific military occupational specialties. Selection factors include the level of training, health status, and other criteria established by law.

Citizens will be summoned by subpoena. Those who receive one are required to arrive at the specified location and time. Evasion of appearance carries administrative liability in the form of a fine of 5 MCI (21,625 tenge in 2025).

The legislation defines a list of categories of citizens who are exempt from being drafted for these exercises.

"These include teachers during the academic year, full-time students, parents of three or more minor children, as well as other categories provided for by the Law 'On Military Service and the Status of Military Personnel'," the Ministry of Defense stated.

In addition to teachers, full-time students, and fathers of large families (with three or more minor children), the following are not called up for military training in peacetime:

  • Employees of law enforcement and defense agencies: individuals working in state bodies in positions related to ensuring defense, security, and law and order (KNB, Ministry of Internal Affairs, State Guard Service, Prosecutor's Office, etc.).
  • Aviators: aviation personnel of state, civil, and experimental aviation.
    Agricultural workers during seasonal activities: individuals working in agriculture and agricultural machinery repair organizations, but strictly for the duration of sowing and harvesting operations.
  • Women: all female military reservists.
  • Recently discharged personnel: reservists within two years of discharge into the reserve (after conscription or contract service). Exception: this rule does not apply in the event of special (emergency) training call-ups.
  • Those under investigation: persons currently subject to inquiry, preliminary investigation, or if their criminal case is currently being considered by a court.
  • Deputies and Akims: reservists elected or appointed as deputies of Parliament or Maslikhats (local representative bodies), as well as akims of districts, cities, villages, townships, and rural districts.

The duration of the training is up to one month. For this period, participants are provided with food, gear, and medical services. Transportation to and from the training site is organized at the expense of the Ministry of Defense.

Furthermore, the state provides social guarantees.

"Citizens retain their jobs and current positions. Employed participants are paid their average salary in accordance with the law, while unemployed participants receive the minimum wage from the budget. The period spent at the training sessions is credited toward total work experience," the Ministry of Defense explained.
