Samruk Kazyna stimulates local producers

Samruk-Kazyna Fund offers unprecedented conditions to national producers. This was announced by the CEO of Samruk Kazyna Fund Nurzhan Baidauletov, Tengrinews.kz reports. “We have created most favorable conditions for producers so that they can confidently produce goods, which are not manufactured in Kazakhstan today, but which are consumed by our companies. We have a list of 40 000 companies. Complete transparency is in place. All the information is available on the websites. List of what we buy, including what we import are there, too,” CEO of Samruk Kazyna Fund Nurzhan Baidauletov said. To support national producers the Fund has developed a range of preferences to stimulate local businesses to launch new production. Over the 9 months in 2011 the Fund has signed contracts worth 3.43 trillion tenge ($22.8 billion). The Kazakhstan part - Kazakh content - in this amount makes up 49%. It is expected to increase up to 55% by the year end. Ideally the share of national goods and services will be 80-90% of the total volume. The procurement from national producers today is worth 526 billion tenge (or 3.5 billion dollars). As an example of successful development of a producer in Kazakhstan Nurzhan Baidauletov named national company “Kazakhstan Temir Zholy” (rail road). It has started several large productions of Diesel-powered locomotives, freight and passenger cars and will shortly launch manufacturing of electric locomotives. The only downside this year, according to the Fund’s CEO, is the failure to meet the planned procurement of the railroad equipment, which slows down the country’s economy. It was planed to purchase 10 000 railroad cars, but only 4.5 thousand were purchased. It was exactly cased by the lack of manufacturing of low supply parts – heavy casting and mounted wheels - needed for production of the railroad cars. Next summer the Fund is launching electronic bidding that should ensure more transparency of its tenders. Starting 2013 this practice will become a standard one.
