Development of a new master plan of Almaty city will be completed in the end of 2015, a year later than planned, Tengrinews reports.

Development of a new master plan of Almaty city will be completed in the end of 2015, a year later than planned, Tengrinews reports.

Development of the city's new general urban plan began in 2013, and was supposed to be completed by the end of 2014. However, in April of this year 23.2 thousand hectares of surrounding territories were annexed to Almaty and this created a delay in completion of the city's general plan. 

It is now yet known which changes in the plan the delay will entail, and the municipal authorities said that the information would be made public only after all the adjustments related to the newly annexed territories would be made and approved by the government.

According to lawyer Johar Utebekov, the postponement was bad news for the city's business community. "The authorities have repeatedly acknowledged that the 2002 Master Plan of Almaty that was last updated in 2004 is obsolete. Lack of an up-to-date master plan of Almaty creates an unpleasant uncertainty for the residents living in areas of potential demolition. They can not invest in home renovation, construction or landscaping," the lawyer said, "Companies are also experiencing problems because they don't know which land to use to contract their facilities. Besides, the situation is a fruitful soil for corruption," he said.

Almaty city's total area now makes 68.2 thousand hectares. The April annexation added 27 villages with a population of around 100 hundred thousand people. 

The city administration has allocated 3.3 billion tenge ($18 million) for this year to do land-surveying and mapping of the new areas, make road repair works, clean the territory and fund operations of public healthcare and eduction facilities on the newly added territory of Almaty city.
