Tengrinews.kz – Kazakhstan has approved new rules for providing communication services, introducing stricter measures to combat phone fraud and regulate SIM card registration.
The decree was signed by the acting Minister of Artificial Intelligence and Digital Development.
Who could be affected
Under the updated regulations, mobile operators are now required to use anti-fraud systems and cooperate with the National Bank’s Anti-Fraud Center by sharing data. If operators detect suspicious calls or messages, they must pass the subscriber’s details — full name, ID number, and phone number — to the center.
If complaints from users or the Anti-Fraud Center are received, operators must review the case within two business days. Should fraudulent activity be confirmed, the number will be temporarily blocked, and the Anti-Fraud Center will be notified. If suspicions are not confirmed, the operator must inform the National Bank within two days.
An anti-fraud system is an automated tool designed to detect and prevent fraudulent transactions or activities. It uses algorithms, filters, and databases to identify suspicious patterns and protect customers and businesses from financial and reputational losses.
Other changes
The new rules also limit the number of mobile numbers an individual can register. Each person may own up to ten SIM cards for personal or family use.
Those needing more — for instance, for business or smart devices — must submit an application explaining the reasons and listing the devices that will use the SIM cards. Operators may reject the request if the justification seems weak, though applicants can reapply after corrections.
The regulations will take effect ten days after their first official publication — on November 18.
