According to Birzhanov, under the new Tax Code, entrepreneurs will no longer need to manually fill out tax declarations — the system will automatically generate them using data from cash registers and other digital sources.

“The new Tax Code introduces pre-filled declaration mechanisms. In the next five years, the concept of manual tax declaration will likely become a thing of the past. Everything is transparent now — we can see all payments and income data through integrated systems. But this will take time and work,” he explained.

The first stage of this reform will be the introduction of pre-filled declarations, which will be offered as a digital service.

“This reform won’t create an extra burden for small or microbusinesses. Those operating under special tax regimes will continue to do so — they won’t need to hire accountants,” Birzhanov added.

A tax declaration is a report on an individual’s income and property. Kazakhstan initially planned to introduce universal income declaration in 2025, requiring all adult citizens to file annual reports.

However, following President Kassym-Jomart Tokayev’s directive, the Finance Ministry proposed exempting around 8 million citizens from this obligation.

Currently, only individual entrepreneurs are required to submit income declarations annually, but the new digital system aims to phase out this requirement in the near future.
