In his State of the Nation Address Kazakhstan’s President Nursultan Nazarbayev instructed the Government to come up with suggestions on development of one-industry towns in Kazakhstan. “Development of smaller towns depending on one enterprise or one industry is a separate issue to be addressed”, Nazarbayev said. A complete program to develop smaller towns should provide for measures to diversify every town economy, President believes. “It is also important to support small and middle-sized businesses and develop local government. A concept of local government should be drafted before July 1, 2012”. “It’s not always possible to launch points of growth in all towns. Economic activities are concentrated around such major cities as Almaty, Aktau, Shymkent. The Government is expected to help develop science, education in these cities and will be supporting those willing to move to these economically rising regions”, President said. In a separate statement President Nazarbayev said that the state of emergency in the Western oil city of Zhanaozen would not be extended. The state of emergency is in effect before January 31. Clashes in Zhanaozen happened on December 16. The number of victims reached 16 people.
