Kazakhstan’s 3-year budget has seen an increase in expenses, Tengrinews.kz reports citing Prime-Minister Serik Akhmetov. Akhmetov noted that the principles and approaches to preparation of the 3-year budget remained unchanged. Prime-Minister stated that “the draft state budget for 2013-2015 was formed based on the forecasted economic situation in the country and in the world”. “The draft state budget for 2013-2015 provides for an increase of expenses from 6.2 trillion tenge ($41.3 billion) to 7.1 trillion tenge ($47.3 billion) in 2015. The parameters of the 3-year budget fully correspond to the conditions of development and objectives of the social-economic policies in the medium-term perspective,” Akhmetov said. According to Prime-Minister, major priorities of the 3-year budget include: increasing employment rate, improving people’s living conditions and providing the population with affordable housing, stimulating quality growth of the human capital, regional development, industrial-innovative development, supporting business development, enhancing the defense capacity, law and order, preventing and eliminating emergency situations. Akhmetov also noted that “oil profits will be used in the amount of the guaranteed transfer while the remaining part will be kept in the National Fund”. “As a result, the share of the guaranteed transfer in the total volume of forecasted incomes will go down from 25.5 percent in 2013 to 18.6 percent in 2015. The expenses will be covered mainly from non-oil profits,” PM added. Besides, Serik Akhmetov spoke about development of a step-by-step anti-crisis plan. “According to the forecasts of the majority of international agencies, the growth of the global economy is expected to slow down in 2013. A step-by-step anti-crisis plan has been developed upon the President’s instruction to ensure stable macroeconomic conditions and maintain economy growth in Kazakhstan. A package of measures will be, first of all, aimed at prevention of a recession and maintaining of the employment level. The anti-crisis plan foresees different scenarios of the global economy development, changing prices at the global markets and possible consequences for the country’s economy,” Prime-Minister stressed.
