Kazakhstan Government introduces moratorium on hiring extra manpower by public bodies

Kazakhstan’s Government has introduced a moratorium on hiring extra headcount by public bodies, the country’s PM Karim Massimov announced February 28. “One of public bodies turned to Head of State requesting to increase its headcount, the answer was very tough (…) Complete moratorium [is being introduced] on any possible increase of headcount”, Mr. Massimov said. “Look for internal resources, change formats (…) bear in mind that further reductions of headcount may take place”, the PM said. In a statement January 27, 2012 President Nazarbayev had instructed Umirzak Shukeev, Head of Samruk-Kazyna Sovereign Wealth Fund, “to optimize the headcount of ministries, regional governors’ offices … optimization is not the goal in itself. We should get rid of those who don’t work hard”. “[Recently appointed to the position] Mr. Shukeev has seen how many highly-paid penpushers are employed with companies that are part of the Samruk Kazyna Fund (…) The Vice Prime Minister is to come up with recommendations of how to optimize national companies and government-owned enterprises”, President said at that time.
