Astana interested in foreign investments

Kazakhstan’s capital is interested in foreign investments, Tengrinews.kz reports citing Astana Akim (Mayor) Imangali Tasmagambetov as saying at the 4th international investment forum AstanaInvest-2013. “The share of private investments in the city projects has increased 4-fold over the past 3 years. And we are always happy to see you in Astana as our partners. The city’s population have increased 2.5-fold over the past 15 years and the gross regional product has grown almost 90-fold. I suppose that this is a very good sign for investors. Astana is one of the few cities with extremely attractive opportunities,” Tasmagambetov said. He said that he was “talking about a whole complex of protection measures and motivations defining clear rules of the game in the special economic zone called Astana New City with its main chain being an industrial part with an area of 600 hectares”. According to the Akim, 46 projects with total investments of $1.2 billion have already been launched or announced. “Considering the experience of operation of this institutional structure, we started creating the second industrial park at the area of 450 hectares, where our business partners will find beneficial advantages: land lots that can be registered twice faster than usually, the government subsidies part of interest rates on the loans obtained from second tier banks and provides guarantees to the banks in the amount of up to 50 percent of the collateral,” Akim said. Besides, the investors will find simplified procedures of attraction of foreign labor and twice less administrative procedures. Land and property taxes, as well as corporate income tax will be zeroed after the facilities start operating. “The VAT will be returned, which decreases the investors’ costs by up to 12 percent. These are the basics that would let many investors feel a real commercial effect. They include General Electric, Eurocopter helicopters, Alstom electric locomotives. Their total production volume made $500 million last year,” Tasmagambetov said. He added that investors will have even more prospects and guarantees when the new law on forms of state-private partnership is adopted. He also believes that hosting of the EXPO-2017 will boost the city’s development. “We are aiming at creation of a principally new city with clean environment and high life quality standards,” the Akim said. According to him, several programs that constitute profitable investment platforms are already available. They include Astana Green City – a project that provides solutions in energy efficiency and renewable energy sources, Astana Mobility – a project aimed at renewal and improvement of the city’s transport infrastructure and logistics for the EXPO-2017, and Welcome to Astana – a project called to bring infrastructure of hotel business and the city’s services in line with international standards. “We are not only inviting you to take part in preparation for the EXPO-2017, we are inviting you to take part in creation of the green economy and energy of future. Our suggestions are not limited to the above projects. We are ready to accept any mutually beneficial offers and are confident that our cooperation will be beneficial not only for the city but for the investors as well,” Tasmagambetov stressed.
