What happened

A 44-year-old resident of Makinsk reported to police in October that her former partner had been persistently following and contacting her for several months. She said he called from different numbers, appeared at her workplace and home, and waited for her in public places — behaviour that made her fear for her safety.

In September, a protective order had already been issued against the man, prohibiting him from approaching the victim. Despite this, he violated the restrictions.

Police response

A police investigator opened a pre-trial inquiry, interviewing the victim, the suspect and witnesses. The man admitted he continued attempting contact in an effort to restore the relationship, and said he understood both the illegality of his actions and the potential criminal penalties.

The victim later filed a counter-request asking to terminate the case. With approval from the supervising prosecutor, the investigation was closed.

Police emphasised that stalking is a criminal offence capable of causing serious psychological harm.

“Stalking is not an expression of feelings — it is unlawful behaviour that can harm a person psychologically and create a threat to their safety,” the department stated.

Kazakhstan’s anti-stalking law came into force on 16 September. It provides for penalties of up to 200 MCIs, corrective or community service, or up to 50 days of arrest. Two other cases under the new article have already been opened in Atyrau and Pavlodar regions.
