At a meeting of the Coordination Council on Road Safety chaired by Prosecutor General Berik Asylov, officials from national, regional and law-enforcement bodies discussed ways to curb the country’s persistently high rate of road accidents.

Asylov stressed that the leading cause of crashes remains the systematic disregard of traffic rules. According to him, 81 percent of drivers responsible for accidents had previously been penalized for violating traffic regulations, indicating a high recurrence rate. He cited cases where drivers committed dozens of offences — from speeding to driving into oncoming lanes — before ultimately causing fatal accidents.

The Prosecutor General also called for tighter oversight of driving-licence issuance, elimination of corruption risks and more transparent procedures. Additional safety concerns include unauthorized road access points built by residents and road junctions that do not meet official standards — issues that have already contributed to accidents in several regions.

Points system proposed

To prevent repeated violations, the council proposed introducing a digital points-based system for recording traffic offences.

According to the Prosecutor General’s Office, the system would identify chronic violators in a timely manner. Once a driver reaches a set threshold of penalty points, they would be required to retake their driving exams — a measure officials believe will improve discipline and overall road safety.

As part of the broader “Law and Order” concept, authorities also plan to expand measures aimed at reducing accident rates and enforcing a “zero tolerance” policy for dangerous violations that threaten public safety.
