Nazarbayev announces large-scale infrastructure development project

President reminded that countries around the world were facing major economic challenges. 

"The situation in Ukraine and reciprocation of sanctions between Russia and the European Union also aggravate the instability. Russia is our strategic partner, closest neighbor, with whom we have close ties. When the situation worsens in the Russian economy, it will indirectly have an impact on us," he said.

Nazarbayev declared that the negative effects could be countered and the necessary work was underway.

"The government has submitted a proposal on revision of this year’s budget, as falling prices on oil, metals and other products Kazakhstan exports lead to a decrease in its revenues. This being said, all wages and social benefits must be maintained at the current level," he clarified.

To address the new challenges Nursultan Nazarbayev announced a large-scale program of infrastructure development in Kazakhstan.

He was speaking about the project known as Nurly Zhol that he first unveiled in September. "We have done much, but our country is large, and good roads are among the prerequisites for development of our economy. We have largely overlooked this aspect. We are going to construct a good highway from Astana to Ust-Kamenogorsk via Pavlodar. It will be similar to the one we already have between Astana, Kokshetau and Petropavlovsk. There will be a highway from Astana to Aktobe and the Caspian Sea, from Astana to the south to Almaty, from Almaty to Ust-Kamenogorsk. All these roads will be like beams radiating from Astana. This project will be called Nurly Zhol," President Nazarbayev said.

"We need to link all the corners of our country to the center so that a person can travel, live and work in any place he or she chooses. (...) This is done to close the gap between all the regions and the center, the capital, and make the entire Kazakhstan a place comfortable for living," he said on September 19. 

Kazakhstan is a Central Asian country the size of Western Europe. And the country this large needs a lot of high-quality roads from the capital to all its regions that will serve many generations, he said on October 22. "The construction project will provide jobs and contracts for companies, and will help us keep up the size of our economy. The government is already working on this, and Astana also needs to get involved in implementation of these projects," he said calling Astana city an example for the rest of the cities in Kazakhstan. 

"The work to make Astana beautiful, cozy and comfortable should also continue. Now the main task is to prepare the city for the international exhibition EXPO-2017 that will change the face of the capital a lot. An entirely new center of culture and science will appear. There will be new areas for recreation, trade and scientific research. The large-scale construction for the EXPO should be completed in 2016,” he said.

The president noted that other important construction projects were underway in the capital, such as a multifunctional Abu Dhabi Plaza complex, a number of new hotels, sports facilities, health care facilities, a botanical garden, a new railway station and a rapid bus transit network.
