On approval of sizes, sources, types and Rules for provision of social assistance to citizens who receive social assistance

Decree of the Government of the Republic of Kazakhstan No. 320 dated March 12, 2012

      In accordance with Subparagraph 25-1) of Article 4 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, the Government of the Republic of Kazakhstan hereby DECREES AS FOLLOWS:

      1. Approve the attached:

      1) Rules for provision of social assistance to citizens who receive social assistance;

      2) Sizes, sources and types of provision of social assistance to citizens who receive social assistance.

      2. Declare to be no longer in force some decisions of the Government of the Republic of Kazakhstan in accordance with Appendix to this Decree.

      3. This Decree shall be enforced upon expiry of ten calendar days after the day its first official publication, except for Subparagraph 7) of Paragraph 5 of the Rules for provision of social assistance to citizens who receive social assistance approved by this Decree, Sub-paragraph three of Paragraph 1 of sizes, sources and types providing social assistance to citizens who receive social assistance, approved by this Decree, that shall be enforced from January 1, 2018.

Rules for provision of social assistance to citizens who receive social assistance

      1. These Rules for provision of social assistance to citizens who receive social assistance (hereinafter referred to as - the Rules) shall be developed in accordance with Subparagraph 25-1) of Article 4 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education” and determine the procedure for providing social assistance to citizens in period of education in educational institutions.

      2. The state in period of education fully shall provide the expenses of social assistance:

      1) orphans and children without parental care;

      2) children with disabilities, disabled person and person disabled from childhood, disabled children, brought up and (or) studying in boarding organizations;

      3) children in centers of temporary isolation, adaptation and rehabilitation of minors.

      3. Full government support includes the provision of place of residence in a boarding school for educational institutions, textile products, equipment and uniforms, food, textbooks and medical care.

      4. Medical care to citizens who receive social assistance in period of education shall be provided as part of the guaranteed amount of free medical care.

      5. The state partially shall compensate expenses in period of education:

      1) children from large families;

      2) children from families eligible for targeted social assistance, as well as children from families not receiving state targeted social assistance in which the per capita income is below subsistence level;

      3) children living in boarding schools of general and sanatorium types, boarding schools;

      4) children brought up and studying in specialized boarding educational organizations for gifted children;

      5) pupils of boarding organizations;

      6) children who, for health reasons, have been studying for a long time under general education curricula of primary, basic secondary, general secondary education at home or in organizations providing in-patient care, as well as rehabilitation treatment and medical rehabilitation;

      7) students studying for an educational grant in “Kazakh National Women's Pedagogical University” non-profit joint stock company;

      8) students studying on educational programs of technical and professional, post-secondary education, providing for training of skilled workers, as well as students in the framework of training with technical and vocational education, taking into account the needs of labor market of first direction of the State program for development of productive employment and mass entrepreneurship for 2017 - 2021 “Enbek”, approved by the Decree of the Government of the Republic of Kazakhstan No. 746 dated November 13, 2018;

      9) other categories of citizens determined by the Laws of the Republic of Kazakhstan.

      For categories of citizens specified in Subparagraphs 3), 4) and 5) of Paragraph 5 of these Rules, the state shall compensate for expenses of food in the amount of 80 percent of expenses of food (20 percent shall be covered by parental fee).

      Persons specified in Subparagraphs 1) and 2) of Paragraph 5 of these Rules and who are under guardianship and custody during the training period in technical, vocational, post-secondary and higher education organizations shall have the right to free hot meals at the rate of 40 percent of daily ration for orphans at the expense of the republican or local budgets.

      To the persons specified in Subparagraph 7) of Paragraph 5 of these Rules, the state shall compensate for expenses of hot meals in the amount of 100 percent of cost of meals.

      To the persons specified in Subparagraph 8) of Paragraph 5 of these Rules, the state shall compensate for expenses of hot meals at the rate of 40 percent of cost of daily ration for orphans from local budgets.

      Expenses for meals can be fully covered by local budgets by decision of local executive authorities.

      Students of secondary education organizations from families having the right to receive state targeted social assistance, as well as from families that do not receive state targeted social assistance, in which per capita income is below subsistence level, and orphans, children without parental care shall be provided one-time school meals according to sizes, sources and types of provision of social assistance to citizens who receive social assistance, approved by this Decree.

      6. Social assistance in period of education shall be provided by educational organizations with a written application of optional form of parents or other legal representatives with of one of the following supporting documents:

      1) copies of Birth Certificates - for children from large families;

      2) copies of a certificate of approval of guardianship (custody), foster care - for orphans and children without parental care, brought up in families;

      3) certificates of disability - to disabled persons and persons disabled from childhood, disabled children or a copy of medical report of psychological, medical and pedagogical consultation - for children with disabilities;

      4) certificate confirming that an applicant (family) belongs to recipients of state targeted social assistance provided by local executive authorities for children from families entitled to receive targeted social assistance;

      5) information on income received (salaries of working parents or their substitutes, income from entrepreneurial activity and other activities, income in the form of alimony for children and other dependents) - for children from families not receiving state targeted social assistance, in which average per capita income below the subsistence level;

      6) copy of order on admission to educational institution for persons specified in Subparagraph 8) of Paragraph 5.

      The average per capita income of a family not receiving state targeted social assistance shall be determined by dividing the amount of income by number of months from the beginning of year until the moment of appeal (including the month of appeal) for allocation of funds for provision of social assistance and number of family members.

      When calculating average per capita income in a family, parents (other legal representatives) and their dependent children under the age of 18 shall be taken into account.

      The right to social assistance in period of education for children from families entitled to receive targeted social assistance, as well as from families not receiving state targeted social assistance, in which average per capita income is below the subsistence level, must be confirmed annually by submitting documents to organization of education according to Subparagraphs 4) and 5) of Paragraph 6 of these Rules.

      7. The organization of education within 10 calendar days from the date of receipt of application with the necessary documents shall consider them and make a decision on provision of social assistance or refusal.

      8. The refusal of citizens to receive social assistance shall be applicant's submission of inaccurate information that entailed the unlawful purpose of social assistance, and untimely notification by recipient of circumstances affecting the receipt of social assistance.

      In case of refusal, a reasoned written response shall be given on reasons for refusal to provide social assistance.

      9. The head of organization of technical and vocational, post-secondary and higher education shall be granted the right to:

      1) finance students from among orphans and children without parental care during the holidays travel, daily expenses in the manner prescribed by law at the expense of educational organizations to those organizations and families where they were brought up;

      2) allocate cash from among orphans and children without parental care who do not go to places of organized recreation during the holidays, within the cost of daily allowance for meals.

      10. Citizens who receive social assistance, in period of education by decision of local representative authorities, shall be granted the right to preferential travel on public transport.

      11. The head of organization of technical and vocational, post-secondary and higher education, if possible, at the expense of educational organizations shall provide free trips to labor camps, boarding houses and dispensaries, rest homes, student health camps, and with the availability of medical grounds, sanatoriums of the corresponding profile:

      1) orphans and children without parental care;

      2) disabled persons and persons disabled from childhood, disabled children.

      12. The expenses associated with the travel of orphans and children without parental care, on complete state provision in period of education, shall be made by the funds of educational organizations based on the cost of school and student tickets.

      13. In institutions of continuing education, the education of orphans and children without parental care shall be carried out at the expense of these organizations.

      14. The costs of citizens who receive social assistance during their education shall be considered by the authorized agency in the field of education on the basis of applications from state educational organizations in the formation of the republican and local budgets in the manner established by the legislation of the Republic of Kazakhstan.

The sizes, sources and types of provision of social assistance to citizens who receive social assistance

      1. Food standards, provision of clothes, shoes and textile products for orphans and children without parental care, brought up and studying in organizations for orphans and children without parental care, in state organizations of technical and professional, post-secondary, higher Education (regardless of type and departmental subordination) shall be established in accordance with Appendix 1, 2, 3, 4, 5, to the sizes, sources and types of provision of social assistance to citizens who receive social assistance in the period of their education (hereinafter referred to as – to the sizes, sources and types).

      Amounts of expenses for purchase of household equipment, personal hygiene items, toys, fiction, for cultural events in the amount of not less than three percent of the cost of maintaining all pupils and students, excluding expenses for purchase of equipment, inventory and major repairs of buildings and structures.

      Food standards for students enrolled in an educational grant in Kazakh National Women's Pedagogical University non-profit joint stock company shall be established in accordance with Appendix 5 to sizes, sources and types.

      2. The standards of clothes, shoes issued to students from among orphans and children without parental care at the end of study in the state organizations of basic secondary, general secondary, technical and vocational, post-secondary and higher education upon admission to study at technical and vocational, post-secondary organizations and higher education (regardless of type and departmental subordination) shall be established in accordance with Appendix 6 to sizes, sources and types.

      In addition, for this category of students a one-time cash allowance shall be provided in the amount of two monthly calculation indexes.

      3. The standards of clothes, shoes, textile products, equipment issued to students from among orphans and children without parental care, after graduation from organizations of basic secondary, general secondary, technical and vocational, post-secondary, higher education (regardless of type and departmental subordination) shall be established in accordance with Appendix 7 to sizes, sources and types.

      In addition, for this category of students a one-time cash allowance shall be provided in the amount of four monthly calculation indexes.

      4. Food standards, provision of clothes, shoes and textile products for children with disabilities, disabled persons and disabled persons from childhood, disabled children, children from large families, children from families receiving targeted social assistance, brought up in boarding schools, children in centers of temporary isolation, adaptation and rehabilitation of minors shall be established in accordance with Appendixes 4 and 8 to sizes, sources and types.

      5. Food standards, provision of textile products for children living and studying in general and sanatorium-type boarding schools, boarding schools at schools that on complete or partially state provision shall be established in accordance with Appendixes 4 and 9 to sizes, sources and types.

      6. Food standards, provision of clothes, shoes and textile products for children brought up and studying at specialized boarding schools for gifted children on complete or partially state provision shall be established in accordance with Appendixes 9 and 10, for republican military boarding schools - in accordance with Appendixes 9, 13 and 14 to sizes, sources and types.

      7. Food standards, provision of clothes, shoes and textile products for children in children's homes shall be established in accordance with Appendix 11 и 12 to sizes, sources and types.

      7-1. The standards of one-time school food for students of secondary education organizations from families entitled to receive state targeted social assistance, as well as from families not receiving state targeted social assistance, in which the average per capita income is below the subsistence level, and orphans, children without parental care shall be established in accordance with Appendix 15 to the sizes, sources and types of provision of social assistance to citizens who receive social assistance.

      8. The sources of social assistance to citizens who receive social assistance during their education shall be the funds of republican and local budgets, funds received by state educational organizations from sponsorship and charitable assistance and received by educational organizations from provision of goods (works, services) to them on the paid basis, in accordance with applicable law.

      Notes:

      1. In summer healthful period (up to 90 days), on Sundays, holidays, on vacation days, the rate of food expenses increases by 10 percent.

      2. The replacement of certain food products shall be allowed in accordance with the table of replacement products approved by the Decree of the Government of the Republic of Kazakhstan "On approval of Sanitary Rules" Sanitary and epidemiological requirements for objects of education and upbringing of children and teenagers" within the allocated funds.

      3. When sending pupils of educational institutions for orphans and children without parental care and boarding organizations from among orphans and children without parental care, they shall be paid at the expense of funds for admission to educational organizations allocated for maintenance of boarding organizations, travel and per diem according to the norms of official business trips during travel time. At the same time, the established expenses for food for these pupils shall not be made.

      When sending pupils of educational institutions for orphans and children without parental care and boarding organizations from among orphans and children left without parental care, they shall be paid at the expense of funds for admission to educational organizations of technical and vocational, higher and postgraduate education allocated for maintenance of boarding organizations, travel and per diem according to the norms of official business trips during travel time. At the same time, the established expenses for food for these pupils shall not be made.

      4. The heads of educational institutions for orphans and children without parental care, orphanages of all kinds shall be allowed to give foodstuffs or cash money within the cost of food to orphans and children without parental care, for duration of their stay in the families of relatives or individual citizens on vacation days, on Sunday and holidays, as well as during the period of illness, in accordance with the Food standard.

      5. The monetary norm of expenses for food for students studying (without accommodation) in special correctional organizations for children with disabilities shall be set at 75 percent of the cost of food for one student per day.

      6. The Food standards for one student of music or art college shall correspond to Food Standards for one school-age child.

      Note:

      Heads of organizations of basic secondary, general secondary, technical and vocational, higher and postgraduate education may make individual changes to this list within the allocated funds. At the request of the student, in exchange for clothes, shoes, textile products and equipment, it is allowed to issue monetary compensation or transfer them to the student’s personal account in a second-tier bank for independent purchase of clothes, shoes, textile products and equipment.

      In accordance with Subparagraph 25-1) of Article 4 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, the Government of the Republic of Kazakhstan hereby DECREES AS FOLLOWS:

      1. Approve the attached:

      1) Rules for provision of social assistance to citizens who receive social assistance;

      2) Sizes, sources and types of provision of social assistance to citizens who receive social assistance.

      2. Declare to be no longer in force some decisions of the Government of the Republic of Kazakhstan in accordance with Appendix to this Decree.

      3. This Decree shall be enforced upon expiry of ten calendar days after the day its first official publication, except for Subparagraph 7) of Paragraph 5 of the Rules for provision of social assistance to citizens who receive social assistance approved by this Decree, Sub-paragraph three of Paragraph 1 of sizes, sources and types providing social assistance to citizens who receive social assistance, approved by this Decree, that shall be enforced from January 1, 2018.

Rules for provision of social assistance to citizens who receive social assistance

      1. These Rules for provision of social assistance to citizens who receive social assistance (hereinafter referred to as - the Rules) shall be developed in accordance with Subparagraph 25-1) of Article 4 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education” and determine the procedure for providing social assistance to citizens in period of education in educational institutions.

      2. The state in period of education fully shall provide the expenses of social assistance:

      1) orphans and children without parental care;

      2) children with disabilities, disabled person and person disabled from childhood, disabled children, brought up and (or) studying in boarding organizations;

      3) children in centers of temporary isolation, adaptation and rehabilitation of minors.

      3. Full government support includes the provision of place of residence in a boarding school for educational institutions, textile products, equipment and uniforms, food, textbooks and medical care.

      4. Medical care to citizens who receive social assistance in period of education shall be provided as part of the guaranteed amount of free medical care.

      5. The state partially shall compensate expenses in period of education:

      1) children from large families;

      2) children from families eligible for targeted social assistance, as well as children from families not receiving state targeted social assistance in which the per capita income is below subsistence level;

      3) children living in boarding schools of general and sanatorium types, boarding schools;

      4) children brought up and studying in specialized boarding educational organizations for gifted children;

      5) pupils of boarding organizations;

      6) children who, for health reasons, have been studying for a long time under general education curricula of primary, basic secondary, general secondary education at home or in organizations providing in-patient care, as well as rehabilitation treatment and medical rehabilitation;

      7) students studying for an educational grant in “Kazakh National Women's Pedagogical University” non-profit joint stock company;

      8) students studying on educational programs of technical and professional, post-secondary education, providing for training of skilled workers, as well as students in the framework of training with technical and vocational education, taking into account the needs of labor market of first direction of the State program for development of productive employment and mass entrepreneurship for 2017 - 2021 “Enbek”, approved by the Decree of the Government of the Republic of Kazakhstan No. 746 dated November 13, 2018;

      9) other categories of citizens determined by the Laws of the Republic of Kazakhstan.

      For categories of citizens specified in Subparagraphs 3), 4) and 5) of Paragraph 5 of these Rules, the state shall compensate for expenses of food in the amount of 80 percent of expenses of food (20 percent shall be covered by parental fee).

      Persons specified in Subparagraphs 1) and 2) of Paragraph 5 of these Rules and who are under guardianship and custody during the training period in technical, vocational, post-secondary and higher education organizations shall have the right to free hot meals at the rate of 40 percent of daily ration for orphans at the expense of the republican or local budgets.

      To the persons specified in Subparagraph 7) of Paragraph 5 of these Rules, the state shall compensate for expenses of hot meals in the amount of 100 percent of cost of meals.

      To the persons specified in Subparagraph 8) of Paragraph 5 of these Rules, the state shall compensate for expenses of hot meals at the rate of 40 percent of cost of daily ration for orphans from local budgets.

      Expenses for meals can be fully covered by local budgets by decision of local executive authorities.

      Students of secondary education organizations from families having the right to receive state targeted social assistance, as well as from families that do not receive state targeted social assistance, in which per capita income is below subsistence level, and orphans, children without parental care shall be provided one-time school meals according to sizes, sources and types of provision of social assistance to citizens who receive social assistance, approved by this Decree.

      6. Social assistance in period of education shall be provided by educational organizations with a written application of optional form of parents or other legal representatives with of one of the following supporting documents:

      1) copies of Birth Certificates - for children from large families;

      2) copies of a certificate of approval of guardianship (custody), foster care - for orphans and children without parental care, brought up in families;

      3) certificates of disability - to disabled persons and persons disabled from childhood, disabled children or a copy of medical report of psychological, medical and pedagogical consultation - for children with disabilities;

      4) certificate confirming that an applicant (family) belongs to recipients of state targeted social assistance provided by local executive authorities for children from families entitled to receive targeted social assistance;

      5) information on income received (salaries of working parents or their substitutes, income from entrepreneurial activity and other activities, income in the form of alimony for children and other dependents) - for children from families not receiving state targeted social assistance, in which average per capita income below the subsistence level;

      6) copy of order on admission to educational institution for persons specified in Subparagraph 8) of Paragraph 5.

      The average per capita income of a family not receiving state targeted social assistance shall be determined by dividing the amount of income by number of months from the beginning of year until the moment of appeal (including the month of appeal) for allocation of funds for provision of social assistance and number of family members.

      When calculating average per capita income in a family, parents (other legal representatives) and their dependent children under the age of 18 shall be taken into account.

      The right to social assistance in period of education for children from families entitled to receive targeted social assistance, as well as from families not receiving state targeted social assistance, in which average per capita income is below the subsistence level, must be confirmed annually by submitting documents to organization of education according to Subparagraphs 4) and 5) of Paragraph 6 of these Rules.

      7. The organization of education within 10 calendar days from the date of receipt of application with the necessary documents shall consider them and make a decision on provision of social assistance or refusal.

      8. The refusal of citizens to receive social assistance shall be applicant's submission of inaccurate information that entailed the unlawful purpose of social assistance, and untimely notification by recipient of circumstances affecting the receipt of social assistance.

      In case of refusal, a reasoned written response shall be given on reasons for refusal to provide social assistance.

      9. The head of organization of technical and vocational, post-secondary and higher education shall be granted the right to:

      1) finance students from among orphans and children without parental care during the holidays travel, daily expenses in the manner prescribed by law at the expense of educational organizations to those organizations and families where they were brought up;

      2) allocate cash from among orphans and children without parental care who do not go to places of organized recreation during the holidays, within the cost of daily allowance for meals.

      10. Citizens who receive social assistance, in period of education by decision of local representative authorities, shall be granted the right to preferential travel on public transport.

      11. The head of organization of technical and vocational, post-secondary and higher education, if possible, at the expense of educational organizations shall provide free trips to labor camps, boarding houses and dispensaries, rest homes, student health camps, and with the availability of medical grounds, sanatoriums of the corresponding profile:

      1) orphans and children without parental care;

      2) disabled persons and persons disabled from childhood, disabled children.

      12. The expenses associated with the travel of orphans and children without parental care, on complete state provision in period of education, shall be made by the funds of educational organizations based on the cost of school and student tickets.

      13. In institutions of continuing education, the education of orphans and children without parental care shall be carried out at the expense of these organizations.

      14. The costs of citizens who receive social assistance during their education shall be considered by the authorized agency in the field of education on the basis of applications from state educational organizations in the formation of the republican and local budgets in the manner established by the legislation of the Republic of Kazakhstan.

The sizes, sources and types of provision of social assistance to citizens who receive social assistance

      1. Food standards, provision of clothes, shoes and textile products for orphans and children without parental care, brought up and studying in organizations for orphans and children without parental care, in state organizations of technical and professional, post-secondary, higher Education (regardless of type and departmental subordination) shall be established in accordance with Appendix 1, 2, 3, 4, 5, to the sizes, sources and types of provision of social assistance to citizens who receive social assistance in the period of their education (hereinafter referred to as – to the sizes, sources and types).

      Amounts of expenses for purchase of household equipment, personal hygiene items, toys, fiction, for cultural events in the amount of not less than three percent of the cost of maintaining all pupils and students, excluding expenses for purchase of equipment, inventory and major repairs of buildings and structures.

      Food standards for students enrolled in an educational grant in Kazakh National Women's Pedagogical University non-profit joint stock company shall be established in accordance with Appendix 5 to sizes, sources and types.

      2. The standards of clothes, shoes issued to students from among orphans and children without parental care at the end of study in the state organizations of basic secondary, general secondary, technical and vocational, post-secondary and higher education upon admission to study at technical and vocational, post-secondary organizations and higher education (regardless of type and departmental subordination) shall be established in accordance with Appendix 6 to sizes, sources and types.

      In addition, for this category of students a one-time cash allowance shall be provided in the amount of two monthly calculation indexes.

      3. The standards of clothes, shoes, textile products, equipment issued to students from among orphans and children without parental care, after graduation from organizations of basic secondary, general secondary, technical and vocational, post-secondary, higher education (regardless of type and departmental subordination) shall be established in accordance with Appendix 7 to sizes, sources and types.

      In addition, for this category of students a one-time cash allowance shall be provided in the amount of four monthly calculation indexes.

      4. Food standards, provision of clothes, shoes and textile products for children with disabilities, disabled persons and disabled persons from childhood, disabled children, children from large families, children from families receiving targeted social assistance, brought up in boarding schools, children in centers of temporary isolation, adaptation and rehabilitation of minors shall be established in accordance with Appendixes 4 and 8 to sizes, sources and types.

      5. Food standards, provision of textile products for children living and studying in general and sanatorium-type boarding schools, boarding schools at schools that on complete or partially state provision shall be established in accordance with Appendixes 4 and 9 to sizes, sources and types.

      6. Food standards, provision of clothes, shoes and textile products for children brought up and studying at specialized boarding schools for gifted children on complete or partially state provision shall be established in accordance with Appendixes 9 and 10, for republican military boarding schools - in accordance with Appendixes 9, 13 and 14 to sizes, sources and types.

      7. Food standards, provision of clothes, shoes and textile products for children in children's homes shall be established in accordance with Appendix 11 и 12 to sizes, sources and types.

      7-1. The standards of one-time school food for students of secondary education organizations from families entitled to receive state targeted social assistance, as well as from families not receiving state targeted social assistance, in which the average per capita income is below the subsistence level, and orphans, children without parental care shall be established in accordance with Appendix 15 to the sizes, sources and types of provision of social assistance to citizens who receive social assistance.

      8. The sources of social assistance to citizens who receive social assistance during their education shall be the funds of republican and local budgets, funds received by state educational organizations from sponsorship and charitable assistance and received by educational organizations from provision of goods (works, services) to them on the paid basis, in accordance with applicable law.

      Notes:

      1. In summer healthful period (up to 90 days), on Sundays, holidays, on vacation days, the rate of food expenses increases by 10 percent.

      2. The replacement of certain food products shall be allowed in accordance with the table of replacement products approved by the Decree of the Government of the Republic of Kazakhstan "On approval of Sanitary Rules" Sanitary and epidemiological requirements for objects of education and upbringing of children and teenagers" within the allocated funds.

      3. When sending pupils of educational institutions for orphans and children without parental care and boarding organizations from among orphans and children without parental care, they shall be paid at the expense of funds for admission to educational organizations allocated for maintenance of boarding organizations, travel and per diem according to the norms of official business trips during travel time. At the same time, the established expenses for food for these pupils shall not be made.

      When sending pupils of educational institutions for orphans and children without parental care and boarding organizations from among orphans and children left without parental care, they shall be paid at the expense of funds for admission to educational organizations of technical and vocational, higher and postgraduate education allocated for maintenance of boarding organizations, travel and per diem according to the norms of official business trips during travel time. At the same time, the established expenses for food for these pupils shall not be made.

      4. The heads of educational institutions for orphans and children without parental care, orphanages of all kinds shall be allowed to give foodstuffs or cash money within the cost of food to orphans and children without parental care, for duration of their stay in the families of relatives or individual citizens on vacation days, on Sunday and holidays, as well as during the period of illness, in accordance with the Food standard.

      5. The monetary norm of expenses for food for students studying (without accommodation) in special correctional organizations for children with disabilities shall be set at 75 percent of the cost of food for one student per day.

      6. The Food standards for one student of music or art college shall correspond to Food Standards for one school-age child.
