Kazakhstan citizen never been to Germany but fined for violation of German traffic rules

An Almaty citizen received a notification of violation of the traffic rules in Germany where he has never been to. Nevertheless, he received an official letter requesting him to pay the fine. KazTAG has obtained a copy of the letter. "After the New Years holidays I received an official letter from Bremen City Hall stating that I had violated traffic rules in that city. But I have never been to Germany," the citizen said. "Dear Sir, on September 18, 2012, you violated the traffic rules driving the black Mercedes, plate number K-EM7007. Besides, your vehicle exceeded the permitted pollution level. And you parked the car in the pedestrian area. Please pay the fine. Otherwise, you will be brought to court and the penalty will be claimed in court," the notification states. The speaker stressed that, having received the notification, he called the Bremen City Hall to clarify the situation but, unfortunately, German officials did not speak English and Kazakhstan citizen could not speak German. According to the Almaty citizen, he did not lose his ID or driver's license, but, nevertheless, the notification was sent to the company he works in in Kazakhstan. "Germany is famous for its discipline and I don't understand how this could possibly happen and who in Bremen has registered the car to my name. Maybe the car was rented, as one only needs a business card without a photo to rent a car. Apparently, the black Mercedes with the "cool" 7007 plate number was rented by someone from Kazakhstan who used by business card," he said. He also expressed hope that Germany did not extend loans using a business cards for an ID, as he feared that notifications of overdue debts could come in next.
