Sayan Khamitzhanov, general secretary of Kazakhstan Football Federation, and Yanis Mezhekis, secretary of Latvian Federation agreed on this match during the negotiations between two football federations. Latvia is the 68th in the latest FIFA rating, Kazakhstan holds the 138th line in the list.
